Iowa's county conservation system started to take shape in 1934 when famous conservationists like Ding Darling, Aldo Leopold, and others developed a comprehensive plan to bring outdoor recreation and education to all citizens. The first legislation to put this plan into action was written in 1942 and passed in the general session in 1955. Today, each of Iowa's 99 counties have a conservation board.
