SEPTIC ORDINANCE PROPOSED REVISIONS STAKE HOLDERS’ MEETING

These regulations impact septic installers, septic pumpers, maintenance contractors, soils professionals, and property owners. Key changes being discussed:
- Maintenance contractor is deemed to be a qualified sampler, and does not need to be CIOWTS certified.
- Changed some of the setback requirements to streams and other septic systems.
- Individual septic systems are required for individual parcels.
- Septic applications/permits will be required when there is increased wastewater from home business permits or conditional use permits.
- Adding wastewater stream to an existing system, a system inspection is required, along with a repair permit if there is sufficient capacity for the increased wastewater volume.
- Site reviews shall be conducted by a soils professional (includes civil engineers).
- Cordon off the area for the lateral field.
- Two years expiration date on septic permits.
- Certificate of installation will be issued by the Health Department after passing final inspection.
- Mandatory tank pumping every five years. Reporting to the department.
- Proof of maintenance contracts shall all be submitted in January of each year.
- For discharging systems, if there are three consecutive samples that are outside effluent limits, mitigation will be required.
- Effective date is upon ordinance adoption.
