From Cornerstone to Capstone (C2C) Comprehensive Plan

We are looking forward to 2036.  That’s what the From Cornerstone to Capstone (C2C) Plan is all about.  Story County has built a solid foundation – the Cornerstone – with planning dating back to the 1950s.  Now we are designing our blueprint – the Capstone – for how we grow and develop over the coming 20 years.  The C2C Plan is a coordinated long range plan that is intended to be physical and policy-based.

 The C2C Plan will help guide Story County with a clear vision and goals, identify quality of life aspects, and incorporate the following areas:

  • Housing;
  • Economic Development;
  • Transportation;
  • Service, Community Facilities, and Infrastructure;
  • Environment and Natural Resources;
  • Land Use (Existing and Future);
  • Fringe Area Planning; and
  • Intergovernmental Cooperation.

County Development Plan
The Story County Development Plan and Land Use Framework Map were adopted inStory County 3.png December 2003 and amended in 2011.  the County Development Plan - also simply called the CDP - looks forward to 2020 and generally outlines a desirable future development framework by showing the general location, character and extent of physical development and the relationship of those elements.

The current Plan was updated in a process that began in 1998, reviewing the County Development Plan adopted in 1993.

Story County has a long history of land use planning, dating back to 1957 with the Story County, Iowa Zoning Study commissioning by the Zoning Commission.   Building on this, the first zoning ordinance was adopted on September 2, 1958 by the Board of Supervisors. 

Planning was revisited in 1977 with the adoption of the Story County Land-Use Policies (June 30, 1977).




Ames Urban Fringe Plan
Ames Urban Fringe Plan
The Ames Urban Fringe (AUF) Plan (2006) is an adopted component of the Story County Development Plan.

The AUF is a cooperative planning effort between the City of Ames, City of Gilbert, Story County and Boone County (guiding principles).  It provides guidelines for understanding and predicting future land uses within the two mile boundary of the City of Ames.  The land use designations are exhibited in the Land Use Framework Map - Ames Urban Fringe Plan.
Intergovernmental Agreement
To implement the AUF, the Story County Board of Supervisors, along with the City Councils from Ames and Gilbert, entered into a 28E agreement to define roles and responsibilities related to development in the Ames Urban Fringe.
